This type of 501(c)(3) doesn’t have any active programs. Private foundations grant money to other nonprofit organizations or to individuals who are working on the same tax-exempt purpose. But tactically, the answer depends on whether the charity is able to accept private stock as a gift. Engaging in lobbying by charitable nonprofits is permitted so long as the nonprofit does not expend more than an “insubstantial” amount of energy, finances, or other resources towards the lobbying activities.
